It’s a warm summer night in New York City. An elderly man is walking home when a stranger approaches and shoots the former gang hitman three times. When detectives Shannon Kelly and Rains Peters arrive on the scene, they discover that the killer has removed all evidence of the shooting, but they discover that the third bullet is still somewhere at the scene.
The shooting ignites more than one of the worst heatwaves in the history of the city, it also sparks a dangerous and deadly war between the notorious Irish gang, the Westies, and the men and women of the Twenty-first Precinct. As the temperatures rise in the area known as Hell’s Kitchen, so does the violence as the detectives race against the clock to find the killer before the gang dispenses their own brand of justice.
